Typically, when there are network issues affecting our connection with our telecom operator partners, we send out the message below to all affected users: 

"Due to network issues, [Add Cash / Cash Outs] are temporarily disabled." 

We send out this alert to prevent affected users from unknowingly adding cash or cashing out and experiencing delays.

Once the network issue is resolved and cash in and cash out services are restored back to normal, we send out a follow up message to inform all affected users.
